634.24 DEPOSIT OF DEAD ANIMALS AND OFFENSIVE SUBSTANCES; REMOVAL.
   (a)   No person shall throw or deposit or cause to be thrown or deposited, in or on any court, thoroughfare, river, canal, pond, creek or other public water, or in or on any yard, lot or area, or in any building, any dead animal, garbage or filth, or any substance that is foul, putrid, offensive, dangerous or detrimental to public health. The owner or tenant of any property upon which any dead animal or offensive substance has been thrown or deposited shall immediately cause the same to be removed when ordered to do so by the Director of Public Health.
   (b)   It shall be the duty of the owner or custodian of any dead horse or other large dead animal to notify the Health Department of such death within six hours for the purpose of securing the removal of the carcass.
   (c)   Small animals may be buried in a hole of not less than two feet in depth, and the earth so removed shall be replaced, provided that the same shall not be done repeatedly upon the same lot or land.
   (d)   No person shall deposit the carcass of any dead animal with solid waste.

   (e)   Whoever violates this section is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for any subsequent offense. The penalty shall be as provided in Section 698.02.
