(a) Any public place or private premises containing parking spaces for more than twenty-five vehicles shall be equipped with litter receptacles. Such premises shall include, but not be limited to, such places as shopping centers, outdoor theaters, drive-in restaurants, gasoline service stations, apartment developments and parking lots.
(b) All premises having parking lots shall be equipped with, in an easily accessible location, a minimum of one refuse container for twenty-five to fifty parking spaces and at least one additional refuse container for every fifty additional parking spaces.
(c) Premises used for the purposes designated herein shall be kept in a litter-free condition and all litter shall be removed from the receptacles when filled.
(d) It shall be the duty and obligation of all persons using parking areas to use such litter receptacles as are provided for herein for the purposes intended, and no person shall deposit any litter upon any such parking lot.

(e) Whoever violates this section is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for any subsequent offense. The penalty shall be as provided in Section 698.02.
