452.21 PROHIBITED AND RESTRICTED PARKING AREAS.
   (a)   Parking is prohibited or restricted on the following streets:
   Avon Court. Parking is prohibited on the east side and the dead end of Avon Court.
   Beecher Street. Parking is prohibited on both sides of Beecher Street, at all times.
   Chestnut Street. Parking is prohibited on both sides of North Chestnut Street from Main Street to the north corporation line. Parking is permitted and shall be parallel on Chestnut Street from Cedar Avenue to Poplar Lane on the east side.
   Cleveland Road. Parking is prohibited on both sides of Cleveland Road between the north corporation line and Highland Avenue.
   Day Street. Parking is prohibited on both sides of Day Street from Highland Avenue to Lincoln Street, at all times.
   Elm Street. Parking is prohibited on both sides of Elm Street from Main Street north to Cedar Avenue at all times.
   Freedom Street. Parking is prohibited on both sides of North Freedom Street from Main Street to the corporate limits, wherever the improved portion of the street is less than thirty-two feet in width; wherever the street is thirty-two to thirty-four feet in width, parking is restricted to one side only.
   Garden Street. Parking is prohibited on both sides of Garden Street, at all times.
   Harvest Drive. Parking is prohibited on the north side of Harvest Drive, at all times.
   Hickory Way. Parking is prohibited on the east side of Hickory Way between Main Street and Locust Lane.
   Highland Avenue. Parking is prohibited on both sides of Highland Avenue, between Vine Street and Diamond Street, at all times.
   Lafayette Street. Parking is prohibited on Lafayette Street between North Freedom Street and Maple Street, on the north side of Lafayette Street only.
   Lawrence Street. Parking is prohibited on the west side of Lawrence Street between Bennett Avenue and Main Street at all times.
   Linden Street. Parking is prohibited on both sides of Linden Street at all times from Main Street north to the dead end.
   Main Street. Parking is prohibited on both sides of Main Street between the west corporation line and Grant Street and between Walnut Street and the east corporation line; on the north side of Main Street between Grant Street and the old Pennsylvania Railroad crossing; and on the south side of Main Street between Plum Way and Walnut Street.
   Parking shall be parallel on Main Street between the old Pennsylvania Railroad crossing and Sycamore Street; on the south side of Main Street between Grant Street and the old Pennsylvania Railroad crossing; and on the north side of Main Street between Plum Way and Walnut Street.
   There shall be angle parking on both sides of Main Street between Sycamore Street and Plum Way.
   Maple Lane. Parking is prohibited on both sides of Maple Lane between Meridian and Sycamore Streets, at all times.
   Myrtle Street. Parking is prohibited on the west side of Myrtle Street at all times. Parking is permitted on the east side of Myrtle Street except within forty feet of the intersection of Bennett and Myrtle Streets and except within 100 feet of the intersection of Myrtle Street and Riddle Avenue. Parking is prohibited on both sides of Myrtle Street when the snow exceeds two inches in depth.
   North Walnut Street. Parking is prohibited on both sides of North Walnut Street between Locust Lane and East Main Street.
   Oakgrove Street. Parking is prohibited on both sides of Oakgrove Street from Main Street south to Riddle Avenue at all times.
   Page Street. Parking is prohibited on the west side of Page Street, south of Hazen Avenue.
   Parkway. Parking is prohibited on the west side of Parkway from Locust Lane to Cedar Avenue; parking shall be parallel on the west side of Parkway from Main Street to Maple Lane; and parking shall be angle on the east side of Parkway from Maple Lane to Main Street.
   Poplar Lane. Parking is prohibited on the north side of Poplar Lane from North Chestnut Street to North Prospect Street, at all times.
   Prospect Street. Parking is prohibited on both sides of South Prospect Street from Harris Street to Spruce Street wherever the improved portion of the street is less than thirty-two feet in width; wherever the street is thirty-two to thirty-four feet in width parking is restricted to one side only.
   Riddle Avenue. Parking is prohibited on Riddle Avenue between New Milford Road and Sycamore Street.
   South Meridian Street. Parking time shall be limited to fifteen minutes in front of the Portage County Administration Building on the east side of South Meridian Street.
   Sanford Street. Parking is prohibited on both sides of Sanford Street, at all times.
   South Diamond Street. Parking is prohibited on the tree lawn (roadside edge to sidewalk edge) on the east side of South Diamond Street from Summit Road north to Lake Street. Parking is prohibited on both sides of South Diamond Street from West Main Street to Mill Street, at all times.
   South Freedom Street.  Parking is prohibited on the west side of South Freedom Street from Main Street to Riddle Avenue and from Murray Avenue to the dead end, at all times.
   South Scranton Street. Parking is prohibited on both sides of South Scranton Street from West Main Street to West Riddle Avenue, at all times.
   Sycamore Street. Parking is prohibited on the west side of Sycamore Street between Highland Avenue and Main Street. Parking shall be parallel on the east side of Sycamore Street between Main Street and Locust Lane.
   (b)   Parking is prohibited on the following streets between the hours of 3:00 a.m. and 6:00 a.m. on Monday through Friday, to allow for street cleaning:
      Main from Grant to Walnut
      Sycamore from Cedar to Mill
      Meridian from Cedar to Spruce
      Chestnut from Highland to Spruce
      Prospect from Cedar to Spruce
      Parkway from Cedar to Spruce
      Cedar from Sycamore to Prospect
      Spruce from Sycamore to Prospect
   Whoever violates this subsection shall be subject to having his or her motor vehicle towed at his or her expense in addition to the penalty provided for in Section 452.99.
   (c)   Residents living within the Central Business District, as set forth in the Zoning Code, shall be prohibited from using on-street parking for more than the two-hour maximum limit allowed by law. On-street parking is not to be used at any time within any twenty-four hour period for parking any resident's vehicle beyond the two-hour limit set by law. Landlords of all rental properties within the Central Business District shall furnish every resident with an inventory list and lease rates for all off-street parking available.

   (d)   Thirty minute “express” parking spaces shall be permitted in the Central Business District upon request of the business owner to the Service Director and upon approval of City Council. (Ord. 2012-099. Passed 5-7-12.)
