(a) No person shall operate a vehicle on any street or highway in willful or wanton disregard of the safety of persons or property.
(b) (1) No person shall operate a vehicle on any public or private property other than streets or highways in willful or wanton disregard of the safety of persons or property.
(2) Division (b)(1) of this section does not apply to the competitive operation of vehicles on public or private property when the owner of such property knowingly permits such operation thereon.
(c) Except as otherwise provided in this division, whoever violates any provision of this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates any provision of this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense,
the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates any provision of this section is guilty of a misdemeanor of the third degree.

(d) Without prejudice to the generality of the above, the following acts shall be deemed to be violations of this section, notwithstanding that they may be also violations of other sections of this Traffic Code.
(1) The operation of any motor vehicle at a speed of more than fifteen miles per hour in excess of that set forth in Section 434.03 as prima-facie reasonable and proper, whenever there is any substantial number of lawful users of the street or highway, or of the public or private property other than streets or highways, in the area, who may be endangered by that action.
(2) Any combination of two or more violations of other sections of this Traffic Code relating to the operation of a motor vehicle when committed simultaneously or in close sequence, whenever other lawful users of the street or highway, or of the public or private property other than streets or highways, are in the area where such acts occur.
(3) Any violation of any other section of this Traffic Code committed when driving conditions, due to traffic, surface, width of the road or any other conditions, are such as would ordinarily require more than usual care in the operation of motor vehicles.
