(b) The Director of Public Safety is hereby directed to install and maintain electric traffic control signals, in accordance with the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways, and to determine the phasing and length of signals and hours of operation of the lights in accordance with the greatest safety and convenience of the public, based upon traffic flow and the conditions and situations existing at the signals at the intersections listed in subsection (a) hereof.
