285.06 DUTIES.
   The duties of the Commission shall be carried out, with the assistance of the City staff, in accordance with the procedures, standards, requirements and policies of this chapter. Generally, such duties shall be:
   (a)   To advise the Mayor and City Council upon all rates proposed by or for any CATV franchisee or any applicant for a CATV franchise.
   (b)   To receive all complaints which any subscriber or any other customer or user of the cable system may have about service, charges, etc., and to resolve all such complaints. The franchisee or complainant may appeal the Commission's decision to the Mayor and Council.
   (c)   To encourage cooperation between Metropolitan Cleveland, Akron and Youngstown area cable systems and to work with other political subdivisions and the City of Ravenna in coordinating with any CATV franchises it may grant.
   (d)   To work with the franchisee and the public to encourage maximum feasible use of access channels by institutions, groups, and individuals in the community.
   (e)   To cooperate with any franchisee and promote the development and implementation of cable television services, including, but not limited to, the following categories: local origination and access programming production; local educational uses, including those of and for libraries, museums and public and private schools; use of leased channels for business and other uses; and any other uses the Commission, within its discretion, deems appropriate.
   (f)   To establish rules and regulations for local programming by CATV franchises.
   (g)   To submit an annual report to the Mayor and Council, including, but not limited to, a summary report on the utilization of community service channels, a review of any plans submitted during the year by a licensee for development of new services, and hourly subtotals for various programming categories, including, but not limited to:
      (1)   All community service channels;
      (2)   Channel time use for pay TV;
      (3)   Channel time use for lease, including business uses and telemetry of information;
      (4)   Information retrieval and professional communications; and
      (5)   Other services and uses as provided for in a license agreement and as may additionally be provided by a licensee.
   (h)   To otherwise work with the Mayor and City Council, City staff, other governmental units, franchises, users, customers and the general public to provide continually improved CATV service.
   (i)   Such other duties as may be imposed by or inferred from a license agreement or any franchise, ordinance, Mayoral directive or Council directive.
