The Commission shall meet as often as is necessary for it to fulfill its duties, but not less than once every three months. A majority of members appointed shall constitute a quorum. Meetings shall be open to the public and the Commission shall adopt rules for giving notice of meetings, provided that forty-eight hours written notice of every meeting shall be given to the manager of any franchised cable television operator.
