There is hereby established in and for the City, a Shade Tree Commission which shall consist of eight members as follows:
(a) One member of City Council who shall be appointed by the Mayor, who shall not have voting privileges.
(b) One Service Director or Mayor designee to serve as Chairperson and who shall have voting privileges only in the case of a tie.
(c) One specialist (defined as someone working in the fields of arboriculture, horticulture or urban landscape design); a Ravenna resident will be sought prior to seeking candidates who live outside the Ravenna City limits. This person shall have voting privileges.
(d) Four Ravenna City residents who shall have voting privileges.
(e) The current certified arborist working for the City of Ravenna who shall not having voting privileges.
