In addition to the powers vested in the Parks and Recreation Board, and the responsibilities prescribed for the Board, by the laws of the State, the Board shall prescribe rules and regulations for, and shall manage and control, all public exhibitions, contests, amateur athletics and special recreation activities, and shall cooperate with all organizations sponsoring recreational activities within the City.
