230.02 BILLING PROPERTY OWNERS FOR COST OF CITY SERVICES; ADMINISTRATIVE FEES.

The Mayor is hereby authorized to bill property owners for the direct cost of City services, as well as to charge the sum of fifty dollars ($50.00) to cover the fifty dollars administrative costs for such services.
