222.02 INTRODUCTION AND PASSAGE.
   Each ordinance and resolution requiring action shall be introduced and sponsored by a member of Council who shall be fully informed as to the provisions and purpose thereof, and which he or she shall, upon request, explain to Council members. Ordinances and resolutions may be prepared, numbered and introduced into Council either before or after the subject matter has been referred to and reported on by a committee. Unless a request is made by a member of Council to read the bylaw, ordinance, or resolution in part or in full, the title of each bylaw, ordinance or resolution of Council shall be read upon three separate and distinct days before submission for final passage. This rule may be dispensed with by the affirmative vote of at least five members of Council.
