222.01 PREPARATION.
   All ordinances and resolutions shall be prepared by the Law Director when ordered by a majority vote of Council or of the Committee of the Whole, or when requested in writing upon a form provided therefor, by the Mayor, any other elected City official or the chairperson of any standing or special committee, with the concurrence of a majority of the committee. All requests shall be in the hands of the Clerk of Council at least three days prior to the Committee of the Whole meeting that precedes the meeting at which the legislation is to be introduced or considered. If not presented within that period, the request must have the written endorsement thereon of the Mayor or the President of Council and at least three members of Council. A copy of each ordinance and resolution shall be provided to each member of Council at least twenty-four hours before the time of the meeting at which the ordinance or resolution will be introduced.
