(a) When an ordinance, resolution or motion is before Council, no other motions are in order except motions:
(1) To adjourn the meeting;
(2) To table the matter (lay it aside until later);
(3) For the previous question (end discussion and vote), which must be seconded;
(4) To postpone it to a definite future time;
(5) To refer it to committee;
(6) To amend it; or
(7) To postpone it for an indefinite time.
(b) The motions provided for in subsection (a) hereof shall have precedence in the order listed. Motions (1), (2) and (3) shall be decided without debate.
(c) A motion to reconsider a motion, ordinance or resolution which has been passed must be made before adjournment of the session. A motion to reconsider a motion, ordinance or regulation that has failed of passage must be made not later than the next regular meeting. In either case, the motion must be made by one who voted with the prevailing side.
(d) A motion to take a matter from the table is in order under new business or under the business which was being transacted when the matter was laid on the table. No debate except a brief explanation by the mover is permitted.
(e) A motion to take a matter from a committee may be made by any member of Council when a committee to which an ordinance or other matter has been referred fails to report on it or to offer valid reasons for failure to report on it. No debate except a brief explanation by the mover is permitted.
(f) All other matters of parliamentary procedure shall be determined by the President in accordance with Robert's Rules of Order, Revised.
