220.06 POWERS OF PRESIDENT; APPEALS TO COUNCIL.
   The President of Council shall preserve order in all meetings and shall confine members to the question in debate. He or she may, in common with any other member of Council, call any member to order who violates any of the rules, and he or she shall decide all questions of order, subject to appeal to Council on the demand of two members. On such appeal, there shall be no debate, but the members making the appeal may briefly state their reasons therefor and the President of Council shall have the same right.
