The standing committees of Council are Finance, Utilities, Planning, Streets and Sidewalks, Public Health and Safety, Personnel, Community and Economic Development and Information Systems. Each committee shall consist of three members, one of whom shall be the chairperson, and a majority of whom shall constitute a quorum, appointed by the President of Council, subject to the approval of a majority thereof. However, if a quorum of the members of the standing committee are not present at a meeting, those members of Council, who might be present, may serve, on a temporary basis, during the course of that meeting to create a quorum for the committee, allowing the committee to conduct the normal business of the committee and move forward with the committee’s agenda.
