The President of Council shall have been a qualified elector of the City and a resident of the City for at least one (1) year immediately prior to the date of the election and shall continue to remain a qualified elector and a resident of the City during his or her term of office. He or she shall be elected by the voters of the City at the next regular Municipal election in the year 1973 for a term of two (2) years and thereafter for a term of four (4) years. His or her term shall commence and he or she shall assume office on the first day of January next following such election.
