Any ordinance containing an emergency declaration shall take effect and be in force on and after the date of its passage or on and after such date as shall be specified in the ordinance. Every other ordinance shall take effect and be in force on and after the thirtieth day following its passage unless before such time a referendum petition be filed against such ordinance or unless a later date therefor be specified in the ordinance.
