No person shall be eligible to be a member of Council representing a ward unless he or she is a resident and qualified elector of the City of Ravenna and the ward from which he or she is to be elected for at least one (1) year prior to the date of the election. No person shall continue to serve as a member of the Council representing a ward unless, during his or her term of office, he or she shall continue to be a resident and qualified elector of the ward from which he or she is elected. No person shall be eligible to be a member of Council-at-Large unless he or she is a resident of the City of Ravenna for at least one (1) year prior to the date of the election. No person shall continue to serve as a member of Council-at-Large unless, he or she is a resident of the City of Ravenna for at least one (1) year prior to the date of the election. No person shall continue to serve as a member of the Council-at-Large unless, during his or her term of office, he or she shall continue to be a resident of the City of Ravenna. A Municipal employee or appointee shall not be eligible to hold office as Councilperson.
