(a) The Director of Public Safety and/or the Chief of Police are hereby authorized to hear appeals from individuals receiving parking tickets in the City based upon evidence given that supports waiving the ticket issued to the individual.
(b) The Director of Public Safety and/or the Chief of Police are required, when a ticket is waived, to write on the ticket envelope the name of the individual and his or her address and the reason for the waiving of the ticket. Additionally, the ticket must be signed by the Director and/or the Chief and dated.
