(a)   Each full-time employee shall receive in addition to other compensation required under this chapter, an annual longevity payment based upon the employee's continuous length of service in the City of Ravenna, commencing with the fifth anniversary of the initial date of hire.
   (b)   Upon completion of the fifth year of service, each full-time employee shall receive an additional five dollars ($5.00) per month for each one year of employment with the City of Ravenna. The maximum amount an employee may receive is one hundred sixty-five dollars ($165.00) per month in longevity pay.
   (c)   Employees hired after September 4, 1990 shall not accrue longevity based upon prorated part-time service.
