§ 153.35 RATON ECONOMIC DEVELOPMENT BOARD.
   (A)   The governing body assigns the Raton Economic Development Board (REDB) the following responsibilities with regard to the economic development plan for the city:
      (1)   Reviewing and making recommendations to the governing body on applications for assistance for economic development projects; and
      (2)   Reviewing and making recommendations to the governing body on applications for industrial revenue bonds (IRBs).
   (B)   (1)   The REDB shall consist of the following: Raton City Manager, Raton City Treasurer, representative of Raton Utilities (designated by the City Manager), and 4 members who shall be appointed by the Mayor with the advice and consent of the City Commission. The City Manager shall serve as the Chairman of the REDB and shall schedule meetings. The City Manager may form and appoint sub-committees consisting of persons with specialized knowledge or experience to support promotion of targeted industries and economic development sectors.
      (2)   Appointed members shall serve for terms of 2 years. The terms of the appointed members of the Raton Economic Development Board shall be staggered so that no more than 2 terms shall expire in any given year. Each subsequent term of a member of the Planning and Zoning Commission shall be for 2 years or less in order to maintain the original staggering of the terms of membership. A vacancy in the membership of the Raton Economic Development Board shall be filled for the remainder of the unexpired term.
