This chapter is enacted to establish and carry into effect the several powers, duties, and privileges conferred upon the municipality known as the City of Raton, and the County of Colfax, in, under, and by an Act of the New Mexico State Legislature known as NMSA §§ 3-21-1 through 3-21-14, both inclusive, being Laws 1965, Ch. 300, together with acts amendatory thereof, and supplementary thereto, including the designation of the municipality, which shall be hereinafter referred to as the City of Raton, and the County of Colfax, as zoning authorities.
