Permanent dead-end streets or cul-de-sacs shall be no longer than 500 feet and shall be provided at the closed end with a turn around having an outside roadway diameter of at least 80 feet, and a street property line diameter of at least 100 feet. In general, streets designed to have 1 end permanently closed shall be avoided, unless it is clear that a through street is not essential to the street system of the area.
