§ 154.062 MINIMUM AND MAXIMUM STREET GRADES.
   (A)   Street grades shall not exceed the following, with due allowance for vertical curve:
      (1)   Major and secondary arterial streets or highways - 6%;
      (2)   Collector streets - 10%;
      (3)   Local streets and cul-de-sacs - 15%; and
      (4)   No street grade shall be less than 0.5%.
   (B)   Grades approaching intersections shall not exceed 5% for a distance of not less than 100 feet from the center line of the intersection.
   (C)   Street grades shall be established wherever practicable in a manner as to avoid excessive grading, the promiscuous removal of ground cover and tree growth, and general leveling of the topography.
   (D)   All changes in street grades shall be connected by vertical curves of a minimum length equivalent in feet to 15 times the algebraic difference in the rates of grade for major and collector streets, and ½ this minimum for all other streets.
