§ 154.047 MANDATORY REQUIREMENTS OF FINAL PLATS.
   (A)   The original drawing of the final plat shall be submitted in water proof ink on Mylar or acetate or other durable material suitable for reproducing copies. Final plat maps shall be drawn at a scale of 200 feet to 1 inch or larger and printed on sheets no larger than 18 inches by 24 inches. When more than 1 sheet is used to include the entire subdivision, all sheets shall be cut to the same size and shall show appropriate references to other sheets if the subdivision. The subdivision shall also submit 10 paper copies of the final plat map and accompanying information. The following map specifications are required:
      (1)   Primary control points approved by the City Engineer, or descriptions and “ties” to the control points, to which all dimensions, angles, bearings, and similar data shall be referred;
      (2)   Tract boundary lines, right-of-way lines of streets, alleys, easements, and other rights-of- way, and property lines of residential lots and other sites; with accurate dimensions, bearings or deflection angles, and radii, arcs, and central angles of all curves;
      (3)   Name and right-of-way width of each street or other right-of-way, and centerlines of street right-of-ways, with dimensions between intersecting centerlines or tract boundary lines;
      (4)   Location, dimensions, and purposes for which public sites, if any, are to be dedicated or reserved;
      (5)   Location, dimensions, and purposes of easements;
      (6)   A number assigned to each block and to each site or lot. Block numbers shall appear within a circle;
      (7)   Minimum building setback line on all lots and other sites, if required by the Planning Commission;
      (8)   Location and description of all monuments;
      (9)   Names of record owners of adjoining unplatted land;
      (10)   Reference to recorded subdivision plats on adjoining platted land by record name and date;
      (11)   Certification of an engineer or land surveyor, who shall be licensed in accordance with the laws of the state, certifying as to the accuracy of the survey and plat, and that the same has been prepared by him;
      (12)   Certification of title showing that the subdivider is the owner of the land, and that the subdivision as it appears on the plat is with the free consent and in accordance with the desires of the owner, which certification shall be signed by the owner;
      (13)   Signed statement by the owner dedicating streets and other rights-of-way, granting easements for public use, and dedicating any sites for public use;
      (14)   Title or name of subdivision, true and magnetic north arrows, and date;
      (15)   Certification for approval by the City Commission;
      (16)   Metes and bounds description of the tract being subdivided;
      (17)   Certificate of acceptance by the City Commission, of the dedications of streets and other rights-of-way, and dedications of any sites for public use;
      (18)   Every final plat shall contain a statement that the subdivision of [insert a correct description of the land being subdivided], appearing on the plat is with the free consent and in accordance with the desire of the undersigned owner and proprietor of the land, which statement shall be acknowledged by the owner and proprietor, or his or her authorized agent, in the manner required for the acknowledgment of deeds. If the plat is filed by a corporation, the acknowledgment shall be made by its president and secretary; and
      (19)   A digital copy or file format as specified by the City Engineer.

   (B)   Required dimensions shall be shown on a final plat to the nearest one hundredth of a foot and angles to the nearest ½ minute.
   (C)   All signatures on a final plat shall be written with black India ink.
   (D)   Dedications of public rights-of-way, easements, and public sites shown on a subdivision final plat shall be a part thereof and shall not be dedications separate therefrom.
   (E)   Cross-sections and profiles of streets showing grades approved by the City Engineer shall be on the final plat. The profiles shall be drawn to the scales and to the elevations as may be established by the City Engineer and elevations shall be based on U.S.G.S. datum.
   (F)   The final plat shall contain a certificate by the City Clerk/Treasurer or City Engineer certifying that the subdivider has complied with 1 of the following:
      (1)   All improvements have been installed in accordance with the requirements of this chapter and with the action of the City Commission giving approval or conditional approval of the preliminary plat; or
      (2)   A surety bond or other security acceptable to the City Commission has been filed with the City Clerk/Treasurer in sufficient amount to assure completion of all required improvements. The surety bond shall be based on engineering cost estimates and shall be conditioned that the improvements shall be installed and ready for acceptance within 12 months.
   (G)   The final plat shall include the other certificates, affidavits, endorsements, or deductions as may be required by the City Commission in the enforcement of this chapter or as may be specified elsewhere in this chapter.
