In the event the City Commission adopts a resolution of condemnation under §§ 151.20 et seq. and in the opinion of the City Commission an emergency exists that as makes it advisable in the public interest to forthwith remove or police the nuisance, then and if the City Commission so directs, the nuisance may be policed for the purpose of public protection and at the cost of the owner of the nuisance from the date of the adoption of the resolution to the expiration of the notice period provided by § 151.25; and the cost of the policing shall be and constitute a lien against the property, to be enforced as provided by state statute for other municipal liens.
