(A) The city does hereby adopt, for the purposes of providing for the conservation and rehabilitation of housing compatible with the city building code, and providing minimum standards to safeguard life or limb, health, property, and public welfare by regulating and controlling the use and occupancy, location, and maintenance of all residential buildings within the city, the Uniform Housing Code of the International Conference of Building Officials, 1970 Edition, together with all subsequent editions, revisions, additions, or amendments thereto. The code is hereby adopted by reference in its entirety and incorporated as fully as if set out herein.
(B) A copy of the housing code shall at all reasonable times be available and subject to inspection in the office of the City Clerk/Treasurer.
