Sections 150.01 et seq. shall become effective 30 days after the date of enactment by the governing body of the City of Raton, as to those properties, sites, buildings, structures, or incidental opportunities already in existence at the time of adoption of §§ 150.01 et seq., and as to all others who shall construct, or cause to be erected, any structure on or in the ground after the enactment of the §§ 150.01 et seq. immediately.
