If any person, member of a firm, agent, or manager of a corporation, shall file a false statement of any inquiry upon the application, as hereinbefore required, the City Clerk/Treasurer, on ascertaining the fact, shall notify the person and shall access and collect from the person the amount found to be properly due, together with 25% of the amount thereof, as a penalty for making the false statement.
