§ 115.04 CITY COMMISSION MAY REFUSE LICENSE.
   The City Commission of the City of Raton may, for the purpose of regulation, revoke or refuse to issue licenses when it is deemed for the best interest of the public. No license shall be refused without first giving the person, firm, or corporation so applying therefore an opportunity to be heard by the City Commission.
