§ 114.45 COMMISSION REVIEW OF DECISION ON APPLICATION; PROCEDURE; PUBLIC HEARING; DISPOSITION.
   (A)   An applicant who is dissatisfied with the decision of the City Manager may appeal the decision to the City Commission by written notice to the City Manager of the appeal to be made within 15 days of the date of the decision of the City Manager on the application. The matter shall be referred to the City Commission for hearing at a regular or special meeting in the usual course of business. The decision of the City Commission made thereof shall be expressed in writing and be communicated in the same manner as the decision of the City Manager is transmitted. The action of the City Commission shall be final.
   (B)   If the City Commission finds for the applicant, the City Manager shall issue the appropriate license or other notice conforming to the decision made by the Commission.
