No secondhand dealer, pawnbroker, or junk dealer shall purchase or accept in pledge any goods or articles from any minor without the consent thereto of his or her parent or guardian in writing being obtained at the time of the purchase, or from any person who at the time is intoxicated, or from an habitual drunkard, or from any person known by him or her to be a thief or an associate of either thieves or receivers of stolen goods or property, or from any person whom he or she has reason to suspect of being so.
