(A) A Municipal Park Department is hereby created, consisting of a Park Superintendent and the employees as the City Manager shall appoint and employ.
(B) (1) The Municipal Park Department shall have the duty to operate, beautify, and maintain all parks belonging to the city.
(2) Subject to the power of the City Commission to amend or repeal all rules and regulations, the Municipal Park Department shall establish rules and regulations for these and operation of the parks of the city, including their beautification and maintenance.
