The cost and expense of removal or abatement of any obstruction under the provisions of §§ 93.135 et seq. shall be determined and equalized at a regular meeting of the City Commission by resolution, and assessed as a special assessment against the real estate upon which the obstruction existed. Notice of the time and purpose of the meeting of the City Commission for the making of the assessment shall be given not less than 5 days prior to the meeting. The notice shall be given to the owner by personal service, and in the event personal service of the notice cannot be made in the city, the notice shall be sent by registered mail to the owner at his or her last known address and published once in a newspaper of general circulation in the city.
