§ 54.17 DECLARATION OF WATER SHORTAGE EMERGENCY.
   (A)   A majority of the members of the City Commission, upon the recommendation of the City Manager, shall have the power to declare a water shortage emergency, which shall continue until revoked by action of a majority of the members of the Commission.
   (B)   The declaration and revocation shall each be made by resolution, which shall be given the widest possible publicity through newspaper, radio, and otherwise.
   (C)   The resolution adopted declaring a water shortage emergency shall include a determination of the domestic need, the seasonal peak, the percentage of conservation or normal use deemed necessary, and the conservation allocation.
   (D)   The resolution shall also classify commercial uses, such as multi-family dwellings, motels, restaurants, service stations, retail and office, bars and lounges, beauty and barber shops, laundries, churches, schools, sprinkler systems, or combinations of any of these, as well as a miscellaneous category.
   (E)   The classification may be as individualized or as general, from class to class or case to case, as the City Commission shall deem fair and reasonable, and likely to accomplish the desired result equitably; and any part thereof may subsequently be changed or modified, as the Commission shall decide.
