The citizens of the city shall retain priority to the use of all water produced and distributed by the city. Whenever, in the judgment of the City Commission, the welfare of the citizens of the city will be jeopardized by the delivery of water outside of the corporate limits of the city, the delivery of water shall be restrained or completely discontinued. The delivery of water shall not again be resumed until the City Commission is satisfied that the welfare of the citizens of the city will not be jeopardized thereby. (1981 Code, § 28-58)
