(A) Any registered voter of the City of Raton, when the Municipal Judge is incapacitated or absent, may be appointed to the Office of the Municipal Judge during his or her temporary incapacity or absence and that person shall hear and determine cases arising under municipal ordinances while sitting as Municipal Judge.
(B) The person to be so appointed shall be determined by the Manager of the City of Raton from a list submitted by the Municipal Judge.
