14-1-20: FRANCHISE ORDINANCE AS CONTRACT:
This Chapter shall have the effect of and shall be contract between Grantor and Grantee and shall be the measure of the rights and liabilities of the Grantor as well as of Grantee. (Ord. 310, 5-8-1990)
