12-4-1: STREETS:
The alignment of highway streets shall conform with the adopted Comprehensive Land Use Plan of Rathdrum. The layout of streets shall provide for the continuation of streets existing in adjoining subdivisions. The layout of streets shall also provide for the future projection of streets into areas which are not presently subdivided. Generally, private streets in new developments shall be prohibited. Street design shall be governed by the Highway Standards for the Associated Highway Districts of Kootenai County, Idaho, latest edition, and Idaho Standards for Public Works Construction, with the following additions:
   A.   Cul-De-Sacs: Streets designed to be permanently closed at one end shall be in the form of a cul-de-sac and shall be no longer than five hundred feet (500'), with a turnaround radius of at least sixty feet (60');
   B.   Right-Of-Way Widths: Right-of-way widths shall be as follows:
      1.   Arterial Street: Sixty feet (60').
      2.   Highway Street: One hundred feet (100').
      3.   Collector Street: Eighty feet (80').
   C.   Half Streets: Half streets shall be prohibited unless there exists a dedicated half street of an adjoining plat in which case the other half shall be dedicated on the proposed plat to make the street complete.
   D.   Names And Numbers: Street names or numbers shall be approved by the City.
   E.   Alleys: Alleys shall be required at the rear of all lots used for commercial or industrial use unless adequate provisions are made for service access, loading, parking and utility easements. Alley rights of way shall not be less than forty feet (40').
   F.   Street Widths And Rights Of Way: Street widths and rights of way may be determined by the City Engineer or Public Works Director, according to accepted design standards. (Ord. 350, 3-31-1994; 1997 Code; Ord. 609, 8-10-2022)
