4-1-7: RIGHT OF ENTRY:
   A.   Whenever necessary to make an inspection to enforce the provisions of this chapter, or whenever the Administrator or the Administrator's designee has reasonable cause to believe that there exists upon any premises any condition which is in violation of the provisions of this chapter, the Administrator or the Administrator's designee may enter in and upon such premises at all reasonable times to inspect the same or to perform any duty imposed upon the Administrator by this chapter, provided that if such premises be occupied, the person making the inspection shall first present proper credentials and request entry.
   B.   If consent is denied or cannot be obtained, neither the Administrator nor the Administrator's designee shall enter in or upon the premises without proper execution of consent to search or an administrative warrant issued by a court of competent jurisdiction. (Ord. 441, 1-11-2005)
