9-1-15: MANUFACTURED HOME INSTALLATION AND PERMITS:
   A.   The Idaho Manufactured Home Installation Standard, 2018 edition, as prepared and promulgated by the Idaho Division of Building Safety, Idaho Housing Alliance, and the Idaho Association of Building Officials, and as it shall be amended, revised, complied, and published from time to time and as such amendments or revisions shall be adopted by the State of Idaho Division of Building Safety, is hereby adopted as the Manufactured Home Installation Standard of the City.
   B.   Installation of a manufactured home, commercial coach or modular home shall require a setting permit issued by the City. The permit applicant shall submit a complete application, supply to the building official the same site information required from an applicant seeking a building permit for a single-family dwelling and shall pay a permit fee as set by resolution of the City Council.
   C.   No manufactured home, commercial coach or modular building shall be placed at a location outside of a manufactured/mobile home park that has not been constructed to withstand a minimum forty (40) pound per square foot roof snow load, or that the owner has provided for a separate roof cover that is constructed to provide the required roof load, except that manufactured homes that are already installed in a location within the city limits at the time of the passage of this section may remain without having to meet the minimum roof snow load set forth herein. All manufactured homes, commercial coaches or modular buildings allowed to be placed in manufactured/mobile home parks with a snow load capability of less than forty (40) pounds per square foot shall meet HUD standards applicable at the time of their initial construction and shall meet the minimum snow load requirements established by HUD for the state of Idaho, and the owner of any such manufactured home must execute a liability waiver agreement holding the city harmless as respects occupancy of the manufactured home as a condition precedent for obtaining a setting permit within a manufactured home park. Such liability waiver and hold harmless agreement shall be in a form prescribed by the city attorney.
   D.   Construction in regions with ground snow loads greater than sixty (60) but not exceeding seventy (70) pounds per square foot shall be designed in accordance with accepted engineering practices. The design snow loads for roofs shall be determined using factors and methodology contained in the publication, “Ground and Roof Snow Loads for Idaho” and accompanying map normalized ground snow loads for Idaho by the University of Idaho, Moscow, Idaho, 1986, as shown in the Kootenai County snow load area map, as it shall be amended, revised, complied, and published from time to time.
   E.   The City may require that applications for mobile/manufactured homes permits include plans and specifications which show the footings and foundation to be in conformance with the manufacturer’s specifications or within the provisions of Idaho Code title 44, chapter 22. The application shall also be accompanied by a site plan. All mobile/manufactured homes and buildings must be installed in accordance with all other applicable State laws pertaining to utility connection requirements.
