9-1-1: INTERNATIONAL BUILDING CODE ADOPTED:
   A.   The International Building Code, 2018 edition, prepared by the International Code Council, Inc., as adopted and amended by the State of Idaho or the Idaho Building Code Board, with all rules adopted by the State to provide equivalency with the provisions of the Americans With Disabilities Act accessibility guidelines and the Federal Fair Housing Act accessibility guidelines, together with any amendments or revisions to the International Building Code made by the Idaho Building Code Board through the negotiated rulemaking process, along with the later published supplement of such code published by the International Code Council, Inc., is adopted with the following exceptions or amendments:
      1.   Sections 103.2 and 103.3 are deleted in their entirety.
      2.   Agricultural buildings shall be exempt from the requirements of this section.
      3.   Section 107.1 shall be amended to read as follows:
Construction documents, special inspection and structural observation programs, and other data shall be submitted in three (3) or more sets with each application for a permit. The construction documents shall be stamped by an Idaho registered architect and prepared in accordance with title 54, chapter 3 of Idaho Code and by a professional engineer when required to be, registered in the state of Idaho in the appropriate engineering discipline when engineering is involved. Neither an architect nor engineer stamp will be required when the building official has determined that the work falls within an exception under the state law for the plans to be stamped.
      4.   The ground snow loads shall be figured at fifty-six (56) pounds per square foot and the roof snow loads shall be a minimum of forty (40) pounds per square foot.
      5.   Frost depth shall be established at twenty-four (24) inches below the ground surface, which shall be the bottom of the footing/foundation.
      6.   Section 1807.1.5 shall be amended to add as follows:
The minimum deformed bar reinforcement in all concrete and/or grouted masonry foundation walls and footings shall be as follows with a minimum grade 40:
Spread footing: Two (2) continuous #4 bars horizontally suspended, minimum three (3) inches above the bottom of the footing.
Foundation walls forty-eight (48) inches or less in height: One row of horizontal #4 bars between three (3) inches and six (6) inches of top and bottom of wall and twenty-four (24) inches on center thereafter. Vertical bars shall be a minimum of forty-eight (48) inches on center.
Foundation walls greater than forty-eight (48) inches and up to ninety-six (96) inches in height: One row of horizontal #4 bars between three (3) inches and six (6) inches of top and bottom of wall and eighteen (18) inches on center thereafter. Vertical bars shall be a minimum of eighteen (18) inches on center.
Slabs on ground with turned down footings shall have a minimum of one no. 4 bar at the top and 2 #4 at the bottom of the footing.
