Any person who wilfully or negligently violates any of the provisions of this Chapter, or the terms of any lawful notice, order, permit, standard, rule or regulation issued pursuant thereto shall be guilty of a misdemeanor and upon conviction thereof shall be subject to the penalty provisions as provided by Section 1-4-1 of this Code.
