8-3-10: TREATMENT PLANT TRANSMISSION MAIN AND COLLECTION SYSTEM:
   A.   After the effective date of the Ordinance codified in this Chapter, the City shall collect from each potential new user, i.e., owners of residential, commercial or industrial buildings with plumbing facilities or wastewater drains which begin construction or apply for a building permit after the effective date of the Ordinance codified herein, either in advance or at the time a building permit is issued, the applicable treatment plant, transmission main and collection system connection fees. These fees shall be in addition to other permanent fees, sewer line construction costs and sewer user charges as described in this Chapter.
   B.   The treatment plant connection fee (TPCF) shall be equal to that fee charged to the City by the City of Post Falls for the purchase of treatment plant capacity for the sewer user. The fee shall be equal to the number of ERs times the fee per ER charged by the City of Post Falls, but never less than the fee for one ER.
   C.   The transmission main connection fee (TPCF) relates to the operation, maintenance, repair, replacement and debt retirement costs of the transmission main from the City's collection system to the PFWTP. This fee shall be established by resolution of the City Council, be reviewed annually and may be changed from time to time. The fee shall be established per ER and the potential user shall pay the number of ERs times the fee, but never less than the fee for one ER.
   D.   The collection system connection fee (CSCF) relates to the operation, maintenance, repair, replacement and debt retirement cost of the City's collection system. This fee also shall be established by resolution of the City Council to be reviewed annually and may be changed from time to time.
   E.   The fee established shall be per ER and the potential user shall pay the number of ERs times the fees but never less than the fee for one ER. The number of ERs for special users shall be determined from the special users ER schedule contained in subsection 8-3-9C3c of this Chapter.
   F.   Where connection fees charged under this or an earlier ordinance were underestimated or use of the premises has changed or has increased sewage use beyond estimation and the user was undercharged, the City may charge the user an additional connection fee for the increased use of the sewer system. This fee shall be based on the difference between the estimated ERs paid for and the actual ERs utilized. This additional fee may be added to the user's monthly sewer bill until paid as a sewer surcharge for a period not to exceed five (5) years. (Ord. 349, 11-9-1993)
