8-3-8: BUILDING SEWERS AND CONNECTIONS:
   A.   Permit Application:
      1.   Form: The owner or owner's agent shall make application on a form furnished by the City.
      2.   Additional Information: The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Director or City Engineer.
      3.   Permit And Inspection Fees: A permit and inspection fee shall be established by City Council resolution for residential, commercial and industrial building sewer permits and shall be paid to the City at the time the application is filed.
      4.   Connection Fees: In addition, the owner shall pay the connection fees as required by the City. These fees shall be paid upon approval of plans submitted by the owner or at the time the building permit is issued, whichever is earlier.
   B.   Written Permission Required: No person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenances thereof without first obtaining written permission from the City. An application shall be required and the permit and inspection fees shall be paid for all connections to the public sewer. If connection is made without first obtaining written permission, the Director shall require the building sewer and connection to be uncovered so that it may be inspected. All costs of such excavation and inspection shall be borne by the owner.
   C.   Installation Costs: All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner.
   D.   Indemnification: The owner shall indemnify the City from any loss or damage that may be directly or indirectly occasioned by the installation of the building sewer.
   E.   Separate Sewers Required; Exception: A separate and independent building sewer shall be provided for every building, except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, courtyard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
   F.   Building Sewer Pipe: Building sewer pipe shall be as specified in the Uniform Plumbing Code and City standards.
   G.   Elevation: Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor.
   H.   Building Drain: In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drain shall be lifted by approved artificial means and discharged to the building sewer, in conformance with the Public Works Department standards and specifications.
   I.   Methods Of Construction And Inspection: Methods of construction and inspection shall be as per this Chapter and the Public Works Department standards and specifications and shall be in conformance with all rules and regulations of IDHW, DEQ.
   J.   Excavations, Barricades And Lights Required; Restoration: All excavations for building sewer installations shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the Public Works Department standards and specifications or other applicable public agencies.
   K.   Connection Of Mobile Home Or Travel Trailer: Provisions for the connection of mobile homes, travel trailers or any other mobile units to the public sewer system may be made by a pipe connected to the sanitary sewer system in compliance with this Section. When not connected to a mobile unit such system must be sealed with a cap, sealing plug or comparable device in such manner as to stop any substance or gas from entering or leaving the sanitary sewer system.
   L.   Disconnection Or Abandonment Of Sewage Connection: No person shall disconnect or abandon any sewage connection without first notifying the Director of Public Works. After such notification, the connection may be disconnected and sealed in such a manner so as to prevent the passage of any substance, gas or odor into or out of said sewage line. Said patch or sealing shall not in any way impede the flow of sewage within the sewage line and shall be of sufficient thickness, strength and design to equal the sewage line. The Director shall be notified upon completion of sealing and any excavation for such a sealing shall be left open for sufficient time for the Director to inspect the same.
   M.   Runoff: No roof drain, pump or surface water runoff shall be connected to the sewer system.
   N.   Grease, Oil Or Sediment Separators:
      1.   Separators Required: Grease, oil or sediment separators shall be provided as part of the building sewer when, in the opinion of the Director and required by the Uniform Plumbing Code, they are necessary for the proper handling of liquid wastes containing floatable oils, fat, flammable wastes, sand or other harmful ingredients as restricted herein; except that such separators shall not be required under named circumstances.
      2.   Type And Location: All separators shall be of a type and capacity approved by the Director and shall be located as to be readily and easily accessible for cleaning and inspection.
      3.   Maintenance Of Separators; Records Of Disposal: In the maintaining of these separators, the owner shall be responsible for the proper removal and disposal by appropriate means of the captivated material and shall maintain records of the dates and means of disposal which are subject to review by the Director. Any removal and hauling of the collected materials not performed by the owner's personnel must be performed by currently licensed disposal firms.
   O.   Establishments Requiring Separators: Establishments requiring these separators include, but are not limited to, restaurants, cafeterias, taverns, extended care facilities, automotive repair shops, service stations and car washes. Where pretreatment of flow equalizing facilities is required for any grease, oil or sediment separators, waters or wastes, they shall be constructed and maintained continuously in satisfactory and effective operation by and at the expense of the sewer user.
   P.   Observation, Sampling And Measurement Of Waste: When required by the Director, an industrial discharger shall install a suitable structure together with such necessary meters and other appurtenances in the building sewer to facilitate observation, sampling and measurement of the wastes. Such structures, when required, shall be accessibly and safely located and shall be constructed in accordance with plans approved by the Director. The structure shall be installed by the discharger at its expense, shall be maintained by the discharger at its expense and shall be maintained by the discharger so as to be safe and accessible at all times.
