A. Purpose: It is hereby determined and declared to be necessary for the protection of the health, safety and welfare of the public and the inhabitants of the City to regulate and administer wastewater disposal within the City.
B. Objective: To that end it is necessary to control the use and provide for an equitable distribution of the costs and expenses of maintenance, operation, upkeep, repair, replacement and debt retirement for the entire sewer system of the City, which includes the collection facilities, the pump stations and transmission facilities owned by the City and the treatment facilities owned by the City of Post Falls.
