Any person who violates, disobeys, omits, neglects, refuses to comply with or resists the enforcement of any of the provisions of this Chapter or the rules and regulations as adopted by the Purveyor, shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall for each offense be subject to the penalty provisions as provided in Section 1-4-1 of this Code.
