A. The provisions of this chapter shall apply to all water users and property owners within the corporate city limits and any water users and owners outside of the corporate city limits who receive water service from the city's domestic water system.
B. All users and owners within the service area described in the municipal water plan of the domestic water system are obligated to pay their proportionate share of assessments, fees and charges established in this chapter. (Ord. 263, 3-13-1980)
