2-1-5: POWERS AND DUTIES:
The planning and zoning commission shall have the power and it shall be its duty to act as an advisory agency and hear, review and recommend to the city council the following:
   A.   Comprehensive Plan: The establishing, supplementing or changing of a generalized, long range comprehensive plan for the physical development of the city pursuant to Idaho Code section 67-6509, comprising all of the mandatory elements required by Idaho Code section 67-6508, and any other elements as deemed necessary. The planning and zoning commission shall conduct a complete review of the comprehensive plan a minimum of every five (5) years.
   B.   Drafts Of Regulations And Legislation: Plans based on the comprehensive plan and drafts of such regulations, programs and legislation as may be required for the systematic implementation of the plan.
   C.   Zoning Regulations: The establishing, supplementing or changing of zoning regulations and zoning boundaries, including development agreements, as defined in the zoning title 1 and Idaho Code sections 67-6511 and 67-6511A.
   D.   Subdivision Regulations: The establishing, supplementing or changing of subdivision regulations and the review of plats for the subdivision of lands as defined in the zoning title, subdivision title 2 and Idaho Code section 67-6513.
   E.   Conditional Uses: The establishing, supplementing or changing of conditional use regulations and review of plans for conditional uses of lands or structures as defined in the zoning title and Idaho Code section 67-6512.
   F.   Variance Regulations: The establishing, supplementing or changing of variance regulations and the review of plans for variances on lands or structures as defined in the zoning title and Idaho Code section 67-6516.
   G.   Land Use Planning: The establishing, supplementing or changing of other regulations, plans and maps encompassed within Idaho Code title 67, chapter 65.
   H.   Subcommittees: The commission may establish subcommittees, advisory committees, hearing examiners or neighborhood groups to advise and assist in carrying out its responsibilities. The commission may appoint nonvoting ex officio advisors as may be deemed necessary.
   I.   Other Duties Imposed: Perform such other duties as may be imposed upon it by the city council, by ordinance or resolution. (Ord. 374, 3-12-1996)
