Any applicant who has made application for a right-of-way permit under the provisions of this chapter and who has been denied such a permit, or any person holding a permit that is subsequently revoked or suspended under the provisions of this chapter, may appeal such denial, revocation, or suspension to the Public Works Director or City Engineer within thirty (30) days of the denial, revocation, or suspension.
